Pattern 1: Shadow Workflows
The most visible adoption failure signal is the shadow workflow: users reverting to email, spreadsheets, and informal workarounds because the new system feels slower or more cumbersome than what they were doing before. This is not a training problem. It is a UX and workflow design problem. If the ServiceNow process requires five steps to do what previously took one email, users will keep sending the email. Speed matters more than capability in the first ninety days.
Pattern 2: Champion Vacuum
Most implementations rely on the project team — usually a mix of IT staff and external consultants — to drive adoption through go-live. The moment that team moves on to the next project, momentum collapses. Phase 1: Pre-Launch
Map current workflows in detail before a single line of configuration is written. Recruit internal champions at this stage — not after go-live. Brief them on the roadmap, give them early access to the system, and establish a direct channel to the project team. Do not launch to the entire organisation at once. Phase 4: Optimisation
Adoption metrics should be reviewed quarterly, not just at go-live. New use cases, module expansions, and process improvements should only be introduced after baseline adoption in the current scope has been confirmed. The organisations that fail at optimisation are the ones that introduce new functionality before the existing functionality has been properly adopted. Feature sprawl accelerates disengagement.
Building an Internal Champion Network That Actually Works
If there is one lever that has more impact on ServiceNow adoption than anything else, it is the internal champion network. Not the executive sponsor. Not the project manager. The distributed group of trusted individuals within each team who are willing to advocate for the platform from within.
The most common mistake in building this network is selecting the wrong people. The natural instinct is to appoint the most senior person in each team. This is rarely the right choice. Senior people carry authority, but champions need influence. The right champion is the most connected person in the team — the one whose opinion is trusted by peers, who resolves informal questions, and who has enough credibility that when they say “this is worth learning”, people believe them.

When champion networks are not built, or built poorly, the consequences are predictable. The platform becomes associated with IT rather than with the business. Issues that champions would have resolved informally get escalated formally and slowly. Resistance that champions would have absorbed grows unchecked. Over time, the system becomes something that compliance requires rather than something that makes work better.
The Metrics That Actually Tell You Whether Adoption Is Working
Most organisations measure the wrong things after a ServiceNow go-live. There is an important distinction between vanity metrics and adoption signal metrics.
Vanity metrics include login counts, licences assigned, total tickets created, and portal page views. These numbers can look healthy even when adoption is failing. A user can log in every day, create tickets through the portal because they are required to, and still complete all meaningful work outside the system.
Adoption signal metrics measure actual behaviour change. The six metrics to track are:
- Self-service deflection rate: the percentage of issues resolved through the portal without agent intervention
- Portal vs email submission ratio: are users submitting requests through the designated channel or reverting to email?
- Repeat ticket rate by team: high repeat tickets from the same team indicate an unresolved workflow or training gap
- Time-to-close improvement: is the new system genuinely faster than the old process? If not, shadow workflows will persist
- Champion engagement score: are champions actively involved, or has engagement dropped off since go-live?
- Feedback loop completion rate: are 30/60/90 day reviews happening on schedule, and are issues raised being resolved within an agreed timeframe?
These six metrics can be tracked through a combination of ServiceNow’s native reporting and GA4 event tracking on the portal. Setting them up takes less time than the average go-live presentation, and they provide the only honest view of whether adoption is actually happening.
When to Rebuild vs. When to Retrain — Making the Right Call
One of the most consequential decisions in a struggling ServiceNow rollout is whether the problem is the system or the adoption programme. Getting this wrong is expensive. Retraining users on a broken experience embeds resistance. Rebuilding processes when adoption was achievable wastes months and erodes confidence in the programme.
The clearest diagnostic threshold: if more than 40% of users have reverted to shadow workflows after 60 days of go-live, the UX needs to be fixed before any retraining begins.
At that level of reversion, the behaviour pattern is established and resistant to training alone. Something in the system experience is actively pushing users away.

- Multiple teams across different functions are experiencing the same friction point, indicating a systemic design problem rather than a localised training gap
- Champions themselves are not using the system for their own work, which indicates the problem is in the platform experience rather than in the change management programme
The three signals that indicate an adoption programme will work:
- A small group of early adopters is using the system effectively and reporting a genuine improvement in their workflow — proving the system works when used as intended
- Shadow workflows are concentrated in specific teams rather than spread across the organisation, suggesting the problem is local and addressable
- User feedback identifies specific friction points that can be resolved through configuration changes or workflow adjustments, rather than fundamental platform limitations
The decision framework is straightforward once these signals are mapped. Where the evidence points to systemic design failure, rebuild first. Where the evidence points to adoption programme failure, run the programme properly before assuming the system is broken.
Adoption Is Not the Final Step — It Is the Whole Point
There is a framing that gets ServiceNow programmes into trouble before they begin: the idea that the technology is the investment and adoption is the outcome. It is the wrong way around.
ServiceNow is not a technology investment. It is a behaviour change investment. The platform is the mechanism. Adoption is the outcome. The return on every pound or dollar spent on implementation is entirely dependent on whether users actually change how they work.
Organisations that treat go-live as the destination consistently underperform on adoption. Organisations that treat go-live as the starting line of the adoption programme — with structured phases, internal champions, meaningful metrics, and a rapid feedback loop — consistently deliver outcomes that justify the investment.
